What is a road safety audit?

A road safety audit is a structured process designed to identify safety hazards within a scheme’s design or construction which may affect any road user.

Every road safety audit should be carried out by a TII approved Road Safety Audit Team with proven road safety engineering expertise. It’s important for the Audit Team to be fully independent of the Design Team. The team should include as a minimum, an Audit Team Leader and an Audit Team Member.

The following six stages of road safety audit have been carefully designed to align with the key milestones of a road schemes’ development from route optioneering through to operations and maintenance:

Stage F: Options selection, prior to route choice.

Stage 1: Completion of Preliminary Design, prior to land acquisition, examines a level of detail you might expect for a Planning Application.

Stage 2: Completion of Detailed Design, prior to tender of construction contract.

Stage 1 & 2: Completion of detailed design, prior to tender of construction contract, for small schemes where only one design stage audit is appropriate and drawings suitable for a Stage 2 audit are available.

Stage 3: Completion of construction; where practicable this should be prior to opening of the scheme, or part of the scheme, to traffic.

Stage 4: Early operation at 2 to 4 months’ post road opening with live traffic.

A planning application will require a Preliminary Design drawing to describe the proposed changes to the road environment.

A Stage 1 Road Safety Audit would therefore be required to accompany a planning application.

Following a Grant of Planning, the Preliminary Design drawing will be developed into a Detailed Design pack of drawings which a contractor would use to construct the road works.

A Stage 2 Road Safety Audit should be undertaken on completion of Detailed Design pack of drawings, prior to tender of the construction contract.

A Stage 3 Road Safety Audit should be undertaken on completion of the road works, giving consideration to the as-constructed scheme.

Where practicable, the Stage 3 Road Safety Audit should be undertaken prior to the opening of the roadworks, or part of the roadworks, to traffic.
